Notice of Complete Application and Public Meeting for a Zoning By-law Amendment - File R-03-22

Take Notice that the Council of The Corporation of the Township of Douro-Dummer has received a complete application for Zoning By-law Amendment and will hold a public meeting to consider the proposed amendment to the Township of Douro-Dummer Comprehensive Zoning By-law under Section 34 of the Planning Act, R.S.O., 1990.

Date and Time:     Tuesday, August 2, 2022 at 5:00 p.m.   

Location:               Due to the physical distancing requirements imposed as a result of the ongoing COVID-19 pandemic, this meeting will be held electronically.

Public Hearing:  To participate in this electronic meeting in real time, please contact the Acting Clerk by email, no later than 9:00 a.m. on the day of the scheduled meeting and you will be provided with an invitation to join the meeting using your computer or telephone. Although it is possible for members of the public to “attend” a meeting electronically, and provide verbal submissions, we encourage you to communicate with Council by forwarding written comments in support or in opposition to the Acting Clerk.

If you wish to view the public meeting in real time, but do not wish to speak to the application, the meeting will be hosted on the Township’s YouTube Channel.  The meeting will also be recorded and available after the meeting for public viewing on the same platform.

Location:

The key map shows the location of the lands which are subject to the application described as Plan 2 Pt Mill Reserve; Parts 1 and 2, Plan 45R-7338; and Part 1, Plan 45R-16463 Dummer Ward having the municipal address of 895 Water Street in the Township of Douro-Dummer, Ontario.

Purpose and Effect of Application:

The owner has applied to amend the existing zoning of a parcel of land located at 895 Water Street, Warsaw, in the former Township of Dummer, (now the Dummer Ward of the Township of Douro-Dummer) in the County of Peterborough.

The land in question is currently zoned the Highway Commercial (C2) Zone and the Special District 232 (S.D. 232) Zone. The effect of this By-law Amendment is to replace the (C2) Zone with the (S.D. 232) Zone and to amend the (S.D. 232) Zone to permit the existing building to be used as a single detached dwelling without a commercial component and to recognize the existing yard setbacks, lot area and lot coverage.  

The Right to Appeal:

If a person or public body would otherwise have an ability to appeal the decision of the Township of Douro-Dummer to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Douro-Dummer before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township of Douro-Dummer before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Any person may attend the electronic/virtual public meeting once a date is set and make written and/or verbal submissions either in support of or in opposition to the proposed zoning by-law amendment. In order to make arrangements to attend the virtual meeting, please contact the Acting Clerk by email no later than 9:00 a.m. on the day of the scheduled meeting. It is the responsibility of the interested member of the public to have technology in place to connect to the meeting. A notice of Public Meeting will be circulated in the future.
